The gift of reading opens the door to a world of imagination, enrichment and economic opportunity like no other. As Emily Dickinson once said, “A book… is the chariot that bears the human soul.”
The ability to read and write is fundamental to leading a full and productive life. In our knowledge-based society, literacy is the building block of lifelong learning, and proficient literacy skills equip people with the tools needed to provide for themselves and their families.
As we celebrate National Literacy Month in September, we reinforce the importance of literacy to achieving people’s dreams. I invite all Californians to join in the effort to improve literacy among adults and instill in our young people an appreciation for the gift of reading.
NOW, THEREFORE, I, ARNOLD SCHWARZENEGGER, Governor of the State of California, do hereby proclaim September 2004, as “Literacy Month” in California. IN WITNESS WHEREOF I have here unto set my hand and caused the Great Seal of the State of California to be affixed this the twenty-first day of September 2004.
